The California Department of Food and Agriculture (CDFA) is calling a public hearing to consider the implementation of the California Leafy Green Products Handler Marketing Agreement, a proposed state marketing agreement to be established pursuant to the provisions of the California Marketing Act (Chapter 1 of Part 2, Division 21 of the Food and Agricultural Code). The hearing was requested by representatives of the California agricultural industry.

Farmland protection is one of the most challenging land use issues facing California’s rural coastal communities. Keeping coastal farmlands in agricultural production is increasingly difficult in the face of rising land costs, population growth, foreign competition, and environmental regulation, among other factors. The goal of the Coastal Agricultural Protection Workshop Series is to provide a forum where state and local government land use planners, farmland protection organizations, and farmers may work together to help preserve coastal farming in California.
A panel discussion will include representatives of the Coastal Commission, CA FarmLink and local farmers with easement experience. A question and answer period and group discussion will follow. A Lecture on Red-Legged Frogs and Landscape Changes in the Pajaro Valley
Location: Fitz Wetlands Educational Resource Center located at the top of Pajaro Valley High School in Watsonville.
Once a very common frog of the Pajaro Valley and throughout California, the California Red-Legged frog is now considered an endangered species. Where have all of these frogs gone? Wildlife biologist Gary Kittleson will
provide these answers and more in his talk, entitled, Red Legged Frogs and Landscape Changes in the Pajaro Valley. Gary will tell us about the known populations of frogs in the wetlands today, and will provide tips for
identifying these slippery creatures by sight and sound.
Though there have been no long term studies of Red-legged Frogs in the Pajaro Valley, Gary will take us on a tour of the landscape changes of the Pajaro Valley and how these have impacted amphibian populations over the last few decades. With over a decade of experience as a wildlife biologist in the Watsonville wetlands himself, Gary’s insights and slides are not to be missed!

California Leafy Green Handler Advisory Board Meeting
This is an important meeting of the Board as the Board will continue to discuss management, a budget and assessment rate and programs. April 1, 2007 is the starting date for the first fiscal year for the Board, and a number of these issues will need to be decided by that date.
Norman Scott and Galen Rathbun will present
a workshop on the biology and conservation of the California red legged frog (CRLF). The workshop will consist of a daytime classroom session on March 15 and an afternoon field session (with a choice of the field session on either the evening of March 14 or March 15).
Workshop Objectives: This is a great opportunity to gain an understanding of the biology of CRLF and also how this information can be applied to habitat management for this species. The information will be useful in conservation planning and in educational outreach to agricultural producers and others who are considering conservation projects to benefit CRLF. It will also provide you with foundational knowledge for monitoring projects where potential impacts to CRLF have been identified. Participants will receive training in species identification, field sampling techniques, and the habitat requirements of the CRLF.

2007 Sanctuary currents symposium : "The Ocean Revealed: Observing Systems for Healthy Oceans"

Today scientists have the ability to monitor and observe our oceans on a continuous basis, collecting data every minute of the day to help answer critical questions about the state of our oceans. Hear from experts about ocean observatories and how the information these systems provide can benefit not only the health of our oceans, but human health as well.
The California Department of Fish and Game, on behalf of the California Fish and Game Commission and in cooperation with the California Ocean Protection Council, will be preparing a Program Environmental Impact Report (PEIR) for the Coastal Marine Aquaculture program. The PEIR will identify and programmatically evaluate potential environmental impacts of construction and operation of marine aquaculture facilities, and will
discuss thresholds of significance and mitigation measures to reduce these impacts.
The scoping meeting will present an opportunity for the Department to introduce the program to the public and to solicit comments from the public and agencies during
the early stages of program development. Comments received at the public scoping meeting will be considered in the PEIR analysis.

Volunteer Training: Snapshot Day water quality monitoring event

The Monterey Bay National Marine Sanctuary, Monterey Bay Sanctuary Citizen Watershed Monitoring Network and Coastal Watershed Council invite members of the public to participate in Snapshot Day 2007. Snapshot Day volunteers monitor water quality and collect samples to assess the health of streams entering the ocean. Snapshot Day 2007 - which will take place this year on May 5, 2007 from 9:00 a.m. to 3:00 p.m. - will be the eighth annual one-day water quality monitoring event in the Monterey Bay National Marine Sanctuary.

URBAN WATCH MONITORING PROGRAM VOLUNTEER Training

Volunteers are need for the Urban Watch Monitoring Program.
Teams monitor water flowing from storm drain outfalls in Monterey, Pacific Grove, and Capitola June - October.
Obligation is one week a month for approximately 4-8 hours.
Field kits and meters are used to analyze sample water in the field for common pollutants such as detergents, chlorine, copper, orthophosphate and ammonia-nitrogen.
This program is funded by the Cities of Monterey and Pacific Grove in collaboration with the Coastal Watershed Council, the Monterey Bay National Marine Sanctuary and the Stormwater and Education Alliance.

A free new software tool called AgComplyIT has been developed that will help you identify the state and federal regulations that affect your production operation. The tool is in English and Spanish. Bi-lingual resource people from this area have been trained to use the program and work with you to create your own plan based on the regulations that apply to your specific agricultural situation. All your information remains private and is not recorded or passed on to any agency.
ALBA will host a workshop to train bi-lingual representatives of agencies and community organizations in how to use the program and assist Spanish speaking producers to create their own compliance plan. The workshop will be in English and anyone who wants to learn about the new AgComplyIT is welcome. The workshop and the AgComplyIT tool are free.

EPA is proposing to revise the NPDES permitting requirements (Section 122) and Effluent Limitations Guidelines (Section 412) for CAFOs in response to the order issued by the Second Circuit Court of Appeals in Waterkeeper Alliance et al. v. EPA, 399 F.3d 486 (2nd Cir. 2005). This proposed rule responds to the court order while furthering the statutory goal of restoring and maintaining the nation's water quality and effectively ensuring that CAFOs properly manage manure generated by their operations.

Michael Cahn (UCCE) and Don Weston (UCB) are wrapping up a field study and is offering a workshop. The study is looking at different field practices in an irrigated crop system and the effect of the practices on runoff and sedimentation. The practices evaluated in the study include vegetated ditch, sediment trap, and Polyacrylamide (PAM).
This is a great opportunity for planners and engineers to hear from these two researchers about the project and these practices. Michael and Don will have a summary of results to present, as well as demonstrate the practices allowing us to view them in the field during an irrigation event. If you have never seen PAM application before it is quite amazing to see.

Conservation easements have become a conservation tool of choice in many areas, and they have been applied extensively to "working landscapes" such as agricultural and ranch lands in order to continue to maintain agricultural and economic productivity while preventing
urbanization and development. Agricultural Conservation Easements often involve the significant expenditure of public funds, however, through both tax benefits and direct public expenditures for conservation easements. The selection of agricultural parcels for the expenditure of such public funds should therefore maximize public benefits such as y and/or land cost, however, without explicit consideration of these public benefits. This project explores the spatial implications of maximizing the public benefits of agricultural conservation easements in the northern San Joaquin Valley of California.

Monitoring Bacterial Sources and Transport in Five Northern California Estuaries

We sampled water, suspended solids, and sediment across the freshwater-saltwater transition zone at each estuary ten times from August 2004 to June 2005. Samples were analyzed for fecal coliform, E. coli, andribotypingwas used to differentiate bacterial populations in estuary sediment, suspended solids, and water fractions.

he Monterey Bay Sanctuary Citizen Watershed Monitoring Network and the Coastal Watershed Council are gearing up for this year's First Flush Water Quality Monitoring Event, a one-day annual event in which volunteers collect water samples from storm drain outfalls in Half Moon Bay, Santa Cruz, Capitola, Seaside, Monterey and Pacific Grove during the first major rain of the season.
Volunteers are needed! If you want to find out more about the water flowing off our streets into the Monterey Bay National Marine Sanctuary by monitoring the first storm of the season, please plan to attending one of the trainings below. Volunteers will be informed about common urban pollutants, and how to collect samples and use monitoring equipment.

Urban runoff is one of the largest sources of pollution in the Monterey Bay National Marine Sanctuary and throughout the country.
The general public is invited to learn more about the Monterey Bay National Marine Sanctuary and the quality of water flowing off our streets through a free guided walk along the shores of Pacific Grove. Participants will:
Gain a clearer understanding of how water flows into the sanctuary during dry and wet weather months
Explore how pollutants can get from city streets to the sanctuary
Discover how those pollutants can impact wildlife living within the near shore areas of the sanctuary
Learn simple actions they can take that will improve the quality of water flowing into the sanctuary during dry and wet weather months
Take home products designed to help anyone become a good water quality steward

Desalination on the Central Coast

This will be a great opportunity to learn about local issues involving desalination in the Monterey Bay area. There will be presentations by experts on a variety of topics including: an overview of desalination technologies and practices; an update of desalination plant proposals in the area; environmental impacts and mitigation measures for desalination plants; and federal, state and local regulatory considerations.
As a young animal lover Dr. Miller watched TV programs highlighting the adventures of wildlife veterinarians around the globe, chasing after elusive game in the name of wildlife conservation. Their jobs just seemed so incredibly sexy and exciting! However, nothing on TV could have possibly prepared her for the realities of modern wildlife conservation work, or the many challenges, stinky and otherwise, of her present career as a "medical" examiner" for wild animals. Come prepared to spend an hour seeing life (and death) through the eyes of a State Wildlife Pathologist dedicated to marine wildlife conservation in California.
There will be a brief intermission after this talk followed with a 48 minute film, Precipice of Survival: Southern Sea Otter. Shot in high definition video, this program includes extensive footage of otters around the Monterey Peninsula. The program traces the history of otters since the onset of the fur trade in the mid-1700s and focuses on the efforts of scientists, state and federal agencies, conservation groups, the Monterey Bay Aquarium, and others that are working together to aid in the recovery of this remarkable species.

Master Composters will teach you the art and science of turning your kitchen and yard waste into an organic fertilizer. The first hour of the workshop provides a general overview of composting including what should and shouldn't be composted, what makes composting happen, different techniques for making compost, how to use compost, and composting with worms. The second hour we will explore various styles of compost bins at the Live Oak Grange Compost Demonstration Site and build a compost pile.
Unincorporated County of Santa Cruz residents and residents of the City of Scotts Valley who pre-register for the workshop are eligible to recieve a $20 discount on an Earth Machine compost bin! The total cost of the compost bin with the discount is $26.35.
